dropdown lists in board settings Net Classes don't work (MSW + wxWidgets 3.0.x-specific)

Dropdowns in Board Settings Net Classes -> "Net Class Filter" and "New Net Class" don't work. See https://forum.kicad.info/t/problem-with-design-rules-editor-filter/18894 (has a link to a video) and https://forum.kicad.info/t/assign-net-class-bug-in-pcbnew/18723.

Yep, it looks like it got broken. I'm not sure how but I can confirm this on the tip of the 5.1 branch so it's still in play. The dropdown box rolls up before anything can be selected. I can use the up and down arrows to traverse the list but the mouse click behavior is broken. It also affects master. @Jeff, have you made any changes to this recently?

Appears to be windows specific.

It happens on Windows and wxWidgets 3.0.4, but not with wxWidgets 3.1.1
