incompatible with PyCharm 2019.2.1 (Community Edition)

Downloading https://launchpad.net/bzr4j/stable/release-2.4.3/+download/bzr4intellij.zip and then
installing it as PyCharm plugin, resulted in error message when PyCharm restarted.
The error message was in red letters and said:

Plugin Error

Problems found loading plugins:
The following plugins are incompatible with current IDE build: BZr4IntelliJ

The PyCharm About shows:

PyCharm 2019.2.1 (Community Edition)
Runtime version 11.0.3+12-b304.39 amd64

The OS is ubuntu:
