Password strength indicator isn't consistent with requirements

Bug Description
I was just forced into resetting my password because it didn't meet the stated requirements:
> Password must consist of lower- and upper-case characters, and at least one digit.
I used my password manager to auto-generate a replacement password (I didn't check what it generated)
The live strength indicator below the fields was completely green, with "Strength: strong"
The auto-generated password was rejected on submission because it didn't include an upper-case character
It would be nice if the server-side validation and the JS strength indicator were consistent!
