cue issues swapping CUE and HotCue 1

Bug Description
If you swap the cue (0) with Hotcue 1 in the track preferences menu, the cue moves with Hotcue 1 afterwards. If you move the cue elsewhere it is not listed in the cue menu anymore but a phantom entry 0 remains.

which PR/commit fixed this? Can't find it in the log.
I have a master build from 2019-11-25 and I notice strange Cue/1 behaviour with it.
