add LINKDELAY option

Here I want to add an option LINKDELAY in ifcfg file, in some environments the interface will take a long time to become real "LINK UP" in switch side, like for wait the stp convergence, etc.
If there is no LINKDELAY option, the dhcpclient may failed to get the ip or ipv6 address.
