python-django 2.2.4 not for eoan

Bug Description

python-django 2.2.4 has been uploaded to Debian unstable and synced to eoan-proposed, but its reverse-dependencies are not compatible with it. In particular, horizon is not compatible, but this is not caught by the horizon package's autopkgtests.

It is unlikely this package would migrate to eoan release anyway due to the autopkgtest regressions on a significant number of other reverse-dependencies that need updating, but we want to explicitly block this anyway so that it doesn't accidentally sneak in.

This bug should be closed after Ubuntu 19.10 releases.

since unstable now has 2.2.5, I've removed 2.2.4 from -proposed per LP: #1843355 and this blocking bug can now be closed.
