angular: bring parity to keyboard shortcuts help menu

Bug Description

In AngularJS webclient interfaces, entering ? brings up a lengthy (and helpful) menu of valid Evergreen keyboard shortcuts.

In Angular webclient interfaces (eg2), a shorter version of this menu is available (probably because many of the keyboard shortcuts are missing - see bug 1829567) and it is accessible via ctrl + h instead of ?

It would be helpful if the same hotkey was used to bring up this menu in both interfaces.

I think ctrl + h is superior, since it works even if an input box has focus.

I wouldn't think to try Control+H.

If Control+H is supported for the reason Josh mentions, It would be nice if ? also worked.

One reason against supporting Control+H is that some browsers already use Control+H for History.

(On macOS, Command instead of Control is common, but there Command+H is an OS/window manager level shortcut for "Hide (current application)". There's probably a whole other bug here for addressing our current alt-based keyboard shortcuts on macOS.)

Regardless of what keyboard shortcut summons a display of available keyboard shortcuts, it may be useful to ALSO support summoning it via a menu option / button.

There are probably a few tangents here. Submitting this comment before I veer into a bikeshed. :-)
