Bug Description

Description:
Elkhart Lake has Offload Services Engine (OSE) that will be BIOS configurable either to have some RTOS take control of its IO blocks or hand them off to running OS. IoTG has asked to support SPI. This should be based on Synopsys v3.23a specification.
