[RFE] Support upload of local container images into undercloud registry

When testing changes to container images, it would be useful if we could edit the image on undercloud and push it to the undercloud registry in /var/lib/image-serve.

Currently populating the undercloud registry requires starting with an image which is already in some remote registry, and then optionally using the modify_role of `container image prepare` to edit the image. However, it is often more convenient to edit the image interactively using familiar tools, or someone might want to start with an image that cannot be pulled from a remote registry. Having the simple functionality of "push this image into undercloud registry" would be welcome in these cases.

Turns out my stein environment is not the best to test the patches... The patches don't apply cleanly there and when using full tripleoclient from master, there is incompatibility with stein's tripleo-common. Apologies but i won't help test this right now.

The relevant patch for the RFE was merged so let's close this and in case of any issues we can file a more specific bug report.
