Remove testdrive from Ubuntu 19.10

It depends on bits we want to remove
* Python2
* pygtk (https://bugs.launchpad.net/ubuntu/+source/testdrive/+bug/1740817)
* python-notify

No reverse depends:

I did look at forking it for a bit. My evaluation is it makes more sense to add this functionality to something else rather than keep this package in archive. (virt-manager , Boxes, or multipass - was aiming for multipass but so far it was decided this was out of scope)
