No B.Mask for board setup "components on front"

Bug Description

If one selects components on front in the board setup dialog then there is no mask layer generated for the back side. This would mean that this setup is not viable for THT or mixed SMD/THT production.

Either that setting should indicate that this is for smd only boards or the mask layer should be generated.

Is it really only for SMD only? SMD only would need back mask as much because there are usually vias and traces there. THT only can more easily have all traces on front side and wouldn't necessarily need mask on back.

Anyways, nowadays the back mask layer should be always generated because the manufacturers most often want that, even if it's empty/full. If there's no layer they have to ask whether to fill it or not. Although we have seen in the user forum that even an empty layer is problem for some manufacturers (or at least some workers there), but at least it's less ambiguous. And it can always be easily deselected manually.
