Eagle import silently ignores eagle blocks (hierarchical subsheets)

Bug Description

The eagle import does not seem to be able to work with eagle schematics that include "modules" (or blocks). KiCad should at least tell the user that schematics using this feature are not supported.

Support for it would be nice in the long term.

I didn't realize that the Eagle imported couldn't handle hierarchical sheets. We should probably fix this and merge the fix into the 5.1 branch. I'm sure there are plenty of Eagle users with hierarchical schematics.

At least an error message would be nice for 5.1 (should it not be easy to backport this)
