Acq: Patron Request Needs Purchase Order Option

Patron Requests you can currently add requests to a selection list but not directly onto a purchase order. An option "Add Request to Purchase Order" would enable libraries that don't use selection lists to easily add requests to pending purchase orders. An option "View Purchase Order" should also be added and behave similarly to "View Selection List"

Once a PO has been activated it should not be possible to add a new request to it. (However, if an on order PO already has a line item for the title it would be nice to be able to merge the request so that the patron hold is easily transferred to the catalogue record. Otherwise the workflow would be to cancel the patron request and go into the catalogue and place a hold on the on order item - This is a separate issue and will be reported separately.)

A question: does this require a manual PO to be created from the patron requests?

Most of our libraries do not create POs manually. They upload files from vendors such as B&T's Title Source.
I would like to see a workflow like:

Patron/staff creates request.
Acq person uploads order with requested title.
Acq person clicks on the request link for the lineitem, finds the request and links it to the lineitem.

Mary, to me this bug would function like: request created, "Add to PO" which create a new line item on a new or existing (pending) purchase order. It wouldn't link to an existing line item. What you're describing is what we need too, and seems closer to bug 1841125.
