Bug Description
When mixing a single telegraf subordinate application against multiple main applications and adding a postgresql:db-admin telegraf:postgresql relation, non-postgres units get stuck waiting with e.g. "Waiting for PostgreSQL database on apache2/0", even though they only have the standard juju-info relation.
Appears to have been introduced with commit f1ee4570 (thanks Haw).
