R8169 speed decreases

04:00.0 Realtek Semiconductor Co., Ltd. RTL8169 PCI Gigabit Ethernet Controller (rev 10)
06:00.0 Realtek Semiconductor Co., Ltd. RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller (rev 06)

Speed (esp upstream) decreases after short time.
Temporary solved simply by ifdown eth0 & ifup eth0
Kernel driver currently in use
18.04.3 LTS is currenty not offering newer 4.17+

Any other suggestions ?

Same problem withe HWE kernel 5.0.0-25-generic so it seemns an neverending problem with realtek kernel drivers. Is there a chance to get this working correctly ?

Please test latest mainline kernel:
https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.3-rc5/

Mainline kernel disables r8169's ASPM, so it may help.
