I was trying to install Intel's driver as the graphics keep freezing for couple of seconds, then continue to play...
I used Terminal to install the graphics driver, But the error occured.

The latest recommended driver for Intel GPUs is actually the one built in to Xorg, called "modesetting".

You shouldn't need to install the old 'intel' driver for anything. But if you do then yes it should at least install.

The Ubuntu package xserver-xorg-video-intel-hwe-18.04 has different requirements to that you listed in your message.

https://packages.ubuntu.com/bionic-updates/xserver-xorg-video-intel-hwe-18.04 (it requires xorg-video-abi-24 not the -23 your message reported)

Have you grabbed unofficial packages? or maybe check your mirror is up-to-date (https://launchpad.net/ubuntu/+archivemirrors) though Daniel's prior comment may reveal some light..

not a bug, install the -hwe-18.04 variant and configure it (see /usr/share/xserver-xorg-video-intel-hwe-18.04/xorg.conf)

Is there any video or something I can know what to do?
It's like I just know like...
Run the command in terminal and it magically fixes everything.
But don't know the ..txt file saving and doing other things...

Please let me know if there is any site or video where I can know how to do that.

You shouldn't need to do anything because the driver in Ubuntu is already the best one available.

If you still wanted to install the old Intel driver then something like this would work:

  sudo apt install xserver-xorg-video-intel-hwe-18.04

We should probably stop talking about drivers because they are not usually the answer...

The main problem you mention is:

Can you tell us what you were doing, or what apps you are running, when the graphics freeze?

Please try this:

1. Wait until the graphics freezing problem happens again.

2. Open a Terminal and run:

   journalctl -b0 journal.txt

3. Attach the file 'journal.txt' to this bug.
