[CTRL][ALT][F2]-[F8] not working after ttyX logout

Bug Description

Hi,

after successfully logged out of tty2 it is not possible to change back to tty2, tty3 etc.

to reproduce:
with sddm running and graphically logged out:
1) login tty2
2) logout tty2 -> sddm login screen is visible after tty2 logout
4) pressing [CTRL][ALT][F2]-[F8] not working (not switch to tty2 etc.)
5) pressing [CTRL][ALT][F1]
6) pressing [CTRL][ALT][F2]-[F8] working (switch to tty2 etc. possible)

imho [CTRL][ALT][F2]-[F8] should also work after logout tty
