Conquered military sites from other tribes can be enhanced

If you conquer a military site that is from a different tribe it is possible to request an enhancement, despite the fact you cannot provide the necessary wares. Tested with revision 9172.

I think it was a Barbarian Fortress, but cannot be 100% sure. I have tried re-creating the bug using many combinations and all upgradeable military sites, but cannot. Apologies for not taking better data; if this happens again I'll be sure to get a save.

Maybe you won the game when conquering the foreign military site? E.g. the last warehouse of the opponent burned down because it was in the area of the military site.

I was only in the middle of the game and the opponents still had plenty of warehouses etc. What might be relevant is that it was the map "Struggling for a new home again" at https://www.widelands.org/maps/struggling-for-a-new-home-again/ , which is a scenario. I found I did have a save but have tried re-creating the bug - still no joy!

I can't recreate it from the provided savegame - the Fortress can only be destroyed or dismantled and will only give wares that the Atlanteans can use.
