Gnome-Tweak Panels creates double glitches on desktop

Bug Description
Installed new system by default values.
Ubuntu 19.04 desktop.
HP computer, 16GB RAM, i7 6700HQ.
Installed synaptic.
Installed mc.
Created 3 users.
Selected as administrators.
1000,1001,1002 their ID.
Rebooted.
Entered in first created users 1000.
Edited sudoerr NOPASSWD for all 3 groups userA, userB, userC.
In UserA
Run gnome-tweak check bottom panel
Move left to right left panel(dock)
Move back it.
Desktop shoes double icons and non responsible.
Second and third users all extenstions are not exist as reported in my second bug.
