gnome tweak is installed only for one account in multiply users

Bug Description
Installed new system by default values.
Ubuntu 19.04 desktop.
HP computer, 16GB RAM, i7 6700HQ.
Installed synaptic.
Installed mc.
Created 3 users.
Selected as administrators.
1000,1001,1002 their ID.
Rebooted.
Entered in first created users 1000.
Edited sudoerr NOPASSWD for all 3 groups userA, userB, userC.
Rebooted, entered into second userB and found bug
Synaptic is asking root password to open synaptic but when I enter it just empties box and asking again.
Workaround is:
Open terminal
sudo su enter
synaptic& enter
all works.
