headerbar buttons can get hidden if left column is too narrow

Bug Description
Check the left column of gnome-disk-utility, you can reduce it in ways that hide the buttons contained within. I think other apps have some dynamically computed minimum width to avoid such behaviour.

This is how I think it should be wide as minimum. Note however that I have buttons on the left, hence my suggestion of a dynamic minimum width. People who have them on the right shouldn't have unnecessary padding.
