Bug Description

We are using and old syntax to enable snapshots in Manila and this is failing in newest Ceph versions (tested with Nautilus)

    Update syntax for cephfs snapshot enablement

    We should be using "ceph fs set <fs_name> allow_new_snaps true"
    instead of using the mds call
