Bug Description

Currently, pytohn path is hard-coded in

https://github.com/openstack/kolla-ansible/blob/master/ansible/roles/horizon/templates/horizon.conf.j2#L1

I found kolla assume that python3 for ubuntu, so it makes wsgi does not find right python path.
