Page Layout Editor: Undo zooms to fit the page

Bug Description
If you undo an action in the page layout editor, it will modify the zoom so that the entire frame is in the view and disregard your prior zoom level.
Reproduce:
1) Zoom into the title block
2) Delete a line
3) Undo this
4) Note that now the entire page is in view
