Brief Description

Similar to bug: 1837936. Controller-0 reboots because it experienced a configuration failure. It was after the unlock, during the pxe install of controller-1.

Severity

Provide the severity of the defect.
Critical: controller-0 remains on degraded status.

Steps to Reproduce
------------------
Following up wiki procedure to do the install, after unlock of controller-0, during the pxe install of controller-1, system reports a configuration failure and reboots. It remains on degraded status.

A similar behavior was detected on bug: https://bugs.launchpad.net/starlingx/+bug/1837936 This might be a duplicated.

Expected Behavior

controller-0 should remain online during provision stage.

Actual Behavior
----------------
controller-0 reboots and remains on degraded status.

Reproducibility
---------------
Intermittent. On a second run controller-0 remain online.
