minion install locks user out of host via ssh

Bug Description

Because we're not managing the ssh configuration for the minion, ssh doesn't get added to the iptables so a user is locked out of the machine once the minion installation is complete. We need to account for this when configuring the minion.

    Add ssh configuration for minion

    Currently once the install is complete, a user is locked out which isn't
    ideal. Let's manage the ssh like we do for the undercloud as well.
