language and region in language support

Binary package hint: language-selector
I live in Finland, but I like my computer to speak english to me. There should be two selections in language support gui, "Default Language" and "Default Region".
Now i have to select english as default language and edit /etc/environment to have other locales fi_FI, except LC_MESSAGES

Like almost all users in Finland, I have the same problem. I assume this is a problem in some other countries too.
Doesn't work in Hardy either.
Especially lacking LC_PAPER= "fi_FI. UTF-8" jams many printers. Sending an US Letter to a printer often requires physically going to a network printer before anyone can print again.
