Unable to build net test in ubuntu_kernel_selftests on B-hwe PowerPC

This test would require the bpf test to be built first,
however, this is affected by bug 1828570

The bpf build will fail with:
  BPF API too old

We're not testing PowerPC with 5.0 anymore, it's just for cloud kernel now.
