Playlist with relative paths fails to import in Linux and Win

Bug Description

Tested in Linux mint 19.1 Tessa (bionic) x64 and in Win7 32bit
Checked with mixxx 2.3.0-alpha-pre (build master r6876)

To reproduce the bug export one playlist with relative paths and one with absolute paths.

Then try to import them. Only the one with absolute paths can be imported.
The same if drag one playlist from file manager to mixxx. Only the one with absolute paths is imported.
Import function fails no matter if the "Use relative paths" is checked in preferences.

Library path is /media/user/1TB/music/

The correct absolute path is /media/user/1TB/music/file.mp3

Mixxx exports relative path as ../music/file.mp3 which is correct

But then Mixxx tries to import the file "/home/music/file.mp3 as seen in mixxx.log which of course can't find.

By itself changes the ../ with /home/ and of course it can't find the file.

Playlists using absolute paths are imported correctly..
