libcec4 is missing Raspberry pi support

Bug Description
Possibly related to: #1819444 libcec: Please stop linking to GPL-incompatible libraries.
I upgraded my Raspberry Pi 3 from jessie to buster/myth30 to match my mythtv backend. Once I got the dependencies sorted, I found my TV remote control no longer controlled myth-frontend. Testing with cec-client showed no RPi support.

I grabbed the libcec source package from apt, added -DRPI_INCLUDE_
