Missing hotkey assignments

We have a number of hotkeys that are no longer assignable.

Examples:
- Increase / Decrease Via Size
- Shift Track Width To Next/Previous

I'm not sure what the controlling factor is in the new action-based hotkey system, so this is not a complete list of the missing hotkeys.
