Bug Description

Part of https://blueprints.launchpad.net/tripleo/+spec/reduce-deployment-resources

Move the ServiceConfigSettings generated by Heat into config-download, like we did for other resources.
This is one of the remaining Hieradata resources that haven't been migrated.

It would involve moving https://github.com/openstack/tripleo-heat-templates/blob/master/overcloud.j2.yaml#L508-L533 into tripleo-hieradata.
