Bug Description
When using MSI on WIN32 to expand templates, occasionally the output file is truncated. This can be quite random - rerunning the command again usually produces the correct result.

I have proposed a fix for merge which I thought referenced this issue, but I may not have done that correctly as it doesn't seem to have linked to here?
