KiCad main launch screen tool bar mouse hover descriptions not working for first 5 widgets

Bug Description

When I launch the recent nightly KiCad "kicad-r13671.743c65012-x86_64.exe" as an example the first 5 toolbar functional launch widgets do not display there functional descriptions when I hover the mouse pointer over them. The last 3 widgets do display there functional descriptions when the mouse pointer hovers over them. I am observing this on Windows 7 and Windows 10 PC machines
