Bug Description
See discussion in bug 165218. When a translation is "erased," the change is represented as a TranslationMessage without any translations. That record tells us who erased the translation and when.
There isn't much point to doing that for is_imported translations; all that's needed there is that the is_imported flag on any existing is_imported TranslationMessage be cleared. The empty records may be unneeded in other cases as well.
Whatever empty records we do away with, we'll also want to clean up from the database.
