FP Editor: Cant set FP pad connection

Bug Description
Steps to reproduce:
1. open Footprint editor
2. open a footprint
3. open footprint properties -> Local Clearance and Settings
4. Change "Pad connection to zones" to something else (Solid, Thermal relief)
5. press ok
6. goto step 3, and see the pad connection has reset to "Use zone setting"
Seems to happen on both Pre 5.1.2 and Nightly

Setting to "high" as the only work-around is to edit the footprint in a text editor.
