Bug Description
In the Buster release of Raspbian, the stock wpa_supplicant system appears to be broken.
Using the stock Buster release of Raspbian with a WAP-EAP network, I was smashing my head for a few hours wondering what was going on.
This is the contents of my wpa_supplicant file:

}
On the Debian Buster release of Raspbian, the network would continuously authenticate, then deauth, then authenticate, deauth over and over again in an endless loop. The interface never gets an IP address, and the interface stays stuck in this loop.
This was verified by running wpa_supplicant manually using -dd to increase verbosity on the output.
Using the same credentials and settings on the last Stretch release results in a good connection.
