apply hold age protect to items without active date yet

It is optional to base the starting date of hold age protect on item's create date or active date. We use active date as it provides the same period of protect time to all items after they go into circulation.

However we noticed that items without active date are not protected. Holds can be placed on these items not in circulation yet without overriding required. But after the items become active, the holds will not be filled till they out grow the protect period, which causes confusion to patrons.

I marked this as a Wishlist before, but I think it should actually be considered a bug because the current behavior creates a problem for patrons.
