Cursor snaps to invisible footprints/pads

Hi Guys

Steps to reproduce:
Make sure Magnetic pads are set to "Always" or "When creating tracks"
Make a certain pad invisible (using layer menu, turn off Front footprints)
Notice the cursor still snaps to the center of the invisible pads.

Happens both using nightly and Pre 5.1.3

It seems like the cursor snapping is totally ignoring every setting in the "items" viewmenu.
We are still snapping to pads, vias, TH's etc, even if they are hidden in the item menu.

Hi Seth

Finally got around to test the fix, everything works great except for Vias hidden with "Through Via" layer. Things still snap to it

Hi Frank-

This should be fixed in master now. We'll push it down to 5.1.6 after the branch is cleared for non-critical commits (5.1.5 released)
