Bug Description

Basically if you Page Up / Page Down
it is much faster, suggesting
that scrollwheel implementation
might suffer from serious performance
downgrading mistakes.

Example how to delete image cache:
Chromium --> delete cached images in settings
Inkscape --> rm -r .cache/inkscape/icons/

You can't just scroll up for whatever reason,
this also affects stuff like brightness, volume, etc.

1. Scroll up -> somethings breaks
2. Fix broken scrolling -> scroll to topmost position, keep scrolling down again :)

Something breaks scrolling,
I hope you can spot the difference if
you Page Down before you start scrolling.

Fix:
Page Down before you scroll,
never touch the edges.

This is problem with first and last row. >:]
I would like to say with quiet disappointment
that this is that x10 performance difference,
however since I lack benchmark knowledge I will
remain happy with x10 more battery life knowledge.

Speed reset:
page up + page down if you are near top end
page down + page up if you are near bottom end

Avoid any hindrance:
scroll without hitting top or bottom end

Affected:
Chromium browser, Thunar, etc.

Maybe this is actually more complex performance
bug than I first suspected, seems like you just
have to play game of snake with icon list or simple
text in editor.

e.g.

Page Up or Page Down before you scroll

Slider:
Slide from edge towards center (for example window itself :) )

All hints at same basic underlying logic
mistake, something simple.
