Include link to build page in "contains outdated Ubuntu packages" warning email

Bug Description
The snap store detects when a snap contains outdated Ubuntu packages and sends a useful warning email about this. It would be very useful if that email, along with its suggestion to rebuild the snap, also contained a link to the build.snapcraft.io page for that snap if there is one, so that I could initiate a rebuild in two clicks from the email. (Obviously, if the snap isn't using build.snapcraft.io, don't include the link.)
