Bug Description

glare api logs are flooded with below logs

2019-06-11 04:45:01.742 20600 DEBUG glare.api.middleware.version_negotiation [-] Determining version of request: GET / Accept: <no header in request> process_request /usr/lib/python2.7/site-packages/glare/api/middleware/version_negotiation.py:66

The log level can be decreased so that it will not flood the log files .
