Reference policies related to 'update_port' don't work properly with shared network

Bug Description

Seems related to Bug#1822105. After the fix was released and backported to Rocky, doing 'openstack port set --fixed-ip subnet=xxx' as non-admin in a shared network with the reference policy.json https://github.com/openstack/neutron/blob/7606aeec73a4e515eb3ce821e6c042bd5e01f491/etc/policy.json#L93-L98 will results in PolicyNotAuthorized error.
