[Hyper-V] Install issue for Ubuntu 19.04

Bug Description

Hi,

While trying to install Ubuntu 19.04 on Hyper-V (using this image http://releases.ubuntu.com/19.04/ubuntu-19.04-live-server-amd64.iso), I found out that the installation hanged and went to terminal. No data was written to the VHDx file.

Tried multiple variations:
- Windows Server 2019 and Windows Server 2016
- Gen 1 and Gen 2 VM
- 1/2/4 vCPUS
- Static Memory/Dynamic Memory
- w/o NIC attached
- Live boot / install

Kernel version is 5.0.0-13-generic. I'm attaching dmesg output.

This has been fixed in edge, so if you can switch to tty2 and run "snap refresh --edge subiquity" and then "systemctl restart snap.subiquity.service" you should be able to install.

Is this fixed in the latest release of the ubuntu 19.04 image? I seem to be having a very similar issue when booting a ubuntu 19.04 image in hyper-v. I am not getting a full install, it freezes before completion, so I am unsure how I could go run the snap refresh if I cannot get into the server.
