Bug Description

After upgrading x to hwe touchpad cursor is jumpy and inaccurate.
Ubuntu 18.04.02 (4.18.0-20-generic) thinkpad x240
libinput 1.10.4-1
input-libinput-hwe 0.28.1-1

I assume that my earlier version was 0.27.1-1. It was working smoothly.

I don't want to change touchpad drivers to synaptic because only libinput supports multi touch gesture on my hardware.

Oh, also it could be worth trying if downgrading libinput back to the previous version/removing the hwe update restore the correct behaviour, it would rule out the problem being due to the update of another component
