Bug Description

The instance HA puppet module doesn't configure the region to use to query the OpenStack APIs. In a multi-region deployment this leads to authentication failures.

    Add region support for instance HA

    Define the region_name parameter in the pacemaker resource to avoid
    authentication failures in a multi-region context.
