After undercloud upgrade openvswitch-neutron-agent doesn't work when upgrading to openvswitch2.10

LP bug based on BZ https://bugzilla.redhat.com/show_bug.cgi?id=1703039, when upgrading the undercloud from queens to rocky, if the undercloud implies an openvswitch package upgrade to the 2.10 version then the service goes down and we lose connectivity in the undercloud.

    Handle openvswitch meta-package on undercloud upgrade.

    As done for the overcloud in [0], we need to include the
    same special package handling in the tasks in charge of
    upgrading the undercloud.

    This patch adds special handling for the rhosp-openvswitch
    layered product package to ensure that openvswitch networking
    remains available during the upgrade.
