Bug Description
A working controller cannot be created for cloud type 'oci':
$ juju bootstrap --debug --keep-broken --config compartment-
It fails late. The machine gets created but Juju cannot connect to it over SSH. The machine also does not respond to a knock on TCP port 22 using its public IP address. It looks like a firewall issue. Details here:

I can get console access to the machine but cannot log in without user credentials.
