Net picker tool for Zone Properties and Track & Via Properties

The dialogs "Copper Zone Properties" and "Track & via properties" could have a button "Assign NET" located at
- Bellow the "Short nets by pad count" at the first;
- Left side of "Locked" checkbox for the second.

Clicking in this button:
1) The dialog windows will hide;
2) Pcbnew will wait for left click / <enter> in a track / pad / object with an already assigned NET;
3) Clicking, the dialog window will return with this NET selected.

Observation:
The button tip could it be "click in an already assigned NET object to assign this one".
The mouse cursor could change to some different icon.

This also will work as a workaround of lp:1797680

About lp:1797680, if holding <Ctrl> key in the click (for the picker), it will wait the next click. This will allow to pick more than one PART_ID.
