Network Manager and upower not starting, libhogweed error

Bug Description

After updating Lubuntu 18.10 to 19.04, NetworkManager and upower no longer start. After a bit of digging it shows the source to be libhogweed4 v3.4.1-1. The error is:

relocation error: /usr/lib/x86_64-linux-gnu/libgnutls.so.30: symbol nettle_rsa_sec_decrypt version HOGWEED_4 not defined in file libhogweed.so.4 with link time reference
